The animal health requirements applicable to non-commercial movement of dogs, cats and ferrets exported to the Community Member States are laid down in the European Union (EU) regulations (1).

The regulation stipulates that the dogs, cats and ferrets are considered pets, if the following three conditions are met:

1. they are accompanying their owners or a natural person responsible for such animals on behalf of the owner during their movement
2. they are not intended to be sold or transferred to another owner
3. the number of dogs, cats and ferrets does not exceed five

For entering Germany from Canada animals must be:

- identified by an electronic identification system (transponder) which conforms to ISO 11784/11785
- accompanied by a document which proves a valid anti-rabies vaccination (inactivated vaccine of at least one antigenic unit per dose according to WHO standard)

(1) The legal basis for these measures is the Regulation (EC) No 998/2003.
